Graphite (the mineral) consists of parallel sheets of carbon atoms in a hexagonal lattice, which when one or few atoms in thickness, are called graphene. Graphite therefore is made from graphene sheets and there are about 3 million layers of graphene in 1 mm of graphite. 

Graphene is technically therefore able to be made in a  myriad of ways, including all graphite, however separating it down to a few atoms thick has been very expensive and hard to scale up. Another key issue is the fact that pristine (non-oxidised) graphene does not mix well into many products unless it first has certain chemical bonds attached to the graphene sheets (functionalisation) and few producers are aware of the end use of the products.
